A letter suggesting amendments to the Conscription Law, 1865
Runaways and skulkers. A letter to congressman. Amendments to the conscription law ... Madison, Jan 28, 1865.
Joseph Harris proposed this amendment to the conscription law in January of 1865. Seeking to enlist every able-bodied man by increasing the authority of the Provost Marshall in each district, Harris sought to catch all of the "disgraceful" men he saw fleeing from service to their country.
