We tend to forget that at the time of the destruction of the forests, an emergency situation existed. The need for lumber for the building up of the West was actually acute and not to have met the demand immediately with every available supply would have seriously handicapped the national development. If private companies had been unable to provide a solution and there had been an appeal to the Government, would the authorities in charge necessarily have placed the conservation of natural resources above the human needs of the emergency? The essential fault perhaps lay not so much with the original all-out cutting as with the lack of a contemporary plan for reforestation. |
