Civil Works Administration Wisconsin state project 14, Kewaunee County project 1. Photo for the Wisconsin CWA. Under the F.D. Roosevelt administration, this Civil Works Administration financed construction and improvement projects for streets and highways, in this case apparently to prevent land erosion, wash-out and landslides.
