Title: Title I PreSchoolers
Description: Wisconsin Congressman David R. Obey with pre-schoolers and their teacher at Ellis School, a program supported in part by Title I federal funding. Throughout his career Obey was a strong supporter of education. The children are in a semi-circle and were probably listening to the teacher reading a book. A bear skin with a stuffed head is on a table in the background.
