Colorfully decorated letter received in the office of Wisconsin Governor James Lewis from Isaac Joiner of the Veterans Reserve Corps stationed in Alexandria, Virginia. He wishes to transfer to a Wisconsin regiment. The letterhead, which appears to have been hand-tinted, depicts a large body of Union soldiers, some on horseback, on parade.
