Historical Fragment: Draft Riots in Wisconsin during the Civil War: Author John W. Oliver examines the causes and effects of the Ozaukee County draft riots of 1862. Unable to meet federal troop quota obligations, Governor Edward Salomon (1828-1909) appointed a commission to oversee and conduct a draft. However, the Ozaukee commissioner, a Mr. Pors, as well as his assistant, were attacked by a mob when they attempted to enforce the draft. Governor Salomon quickly sent troops to put down the rebellion and placed Colonel John C. Starkweather (1830-1890) in charge of keeping the peace. (4 pages)
