The Genesis of Wisconsin's Free High School System: After opening with 1926 statistics and reflections on the political importance of education, this piece reviews the history of education in America and the birth of the concept of free public schools in the 19th century. It then examines the fate of Wisconsin legislation for free public schools during the 1850s, and the enactment of statutes providing state support to counties in 1874. It details the career of Edward Searing (1835-1898) who pushed the legislation for publicly funded high schools at the town or community level. (26 pages)
