Down from the Ivory Tower: Paul Samuel Reinsch: Although Paul Samuel Reinsch (1869-1923) served as a professor of political science at the University of Wisconsin, this article concentrates on his work as a diplomat in China from 1913-1919. United States policies toward China prior to Reinsch's appointment and the failure of Reinsch to effectively execute policies are also discussed. (5 pages)
