Dr. Charles McCarthy, Planner of the Wisconsin System of Vocational and Adult Education: This essay demonstrates the role that McCarthy (1873-1921), best-known as the head of Wisconsin's Legislative Reference Bureau and as an architect of Progressive reforms, played in creating educational opportunity for working-class adults. It shows how between 1911 and 1923 he lobbied for and oversaw the implementation of an independent system of institutions that would teach vocational and other skills to adults who had left school in order to work. McCarthy's plan evolved into the Vocational, Technical and Adult Education network in 1937 and the state's Technical College System in 1993. (5 pages)
