Richard T. Ely and the Development of the Wisconsin Cutover: After briefly reviewing the noted Wisconsin economist's career, author Robert J. Gough alleges that Ely (1854-1943) expressed attitudes towards land policies in the cutover region of northern Wisconsin during the 1920’s and 1930’s that demonstrated significant conservative principles at odds with his progressive reputation. Among other things, Ely supported private ownership of land and restrictions on government involvement, believing that government should guide but not manage the settling of northern Wisconsin. The article also discusses promotional attempts to settle the cutover, the role of private land companies and of the University of Wisconsin, the experiences of immigrant farmers, and the failure of public policy to solve the problem of the cutover. The article is illustrated with many contemporary photographs of the cutover logging region. (36 pages)
