An editorial from the February 13, 1890 "Wisconsin State Journal" suggests the necessity for two keep-off-the-grass signs: "The officers in charge of the capitol park complain that people do not follow the walks in the park provided for the accomodation of pedestrians, but cross the grass. They say this habit of neglecting the walks is not confined to hoodlums, but some people in high estate are prone to contribute to unsightly paths across the grass. The officers declare that arrests may follow if this practice is persisted in." |
