Reynolds was born in Green Bay, Wisconsin on April 4, 1921. He served as Wisconsin state attorney general from 1959 to 1963. Reynolds was elected Governor of Wisconsin in 1962 and served one term. He was a champion of civil rights and promoted state programs dealing with health, education, and welfare. After serving as governor, Reynolds was a federal judge who ordered the desegregation of Milwaukee's public schools. He died on January 6, 2002.
