During the Army-McCarthy Hearings, Senator Joseph R. McCarthy replies to a Presidential statement that the executive responsibility cannot be usurped by any individual (i.e. McCarthy) who may seek to set himself above the law. McCarthy had said that government employees were duty bound to provide information even though a government official may have identified it as secret. |
