Description is insignia says: "The representation of a circle quadrisected into four equal segments by a cross consisting of two lines crossing the center at right angles, each of the four arms of the cross being equal in length and extending o the circumference of the circle; the essence thereof beinbg a cross within a circle similar to that used generally in marking an election ballot." |
