The citizens of Neosho built the Old Village Hall as a center of local government and as a community center. It was the culmination of an effort by local citizens to provide modern village services to the community. The use of concrete block, likely produced locally, allowed the citizens of Neosho to construct the village hall over time from 1914 to 1922.

For over 50 years, even after the fire department moved to new quarters in 1966, the village hall was still significant as the center for local government administration and remained this center until 1989. That same year, the village hall was deeded to Neosho Museum Inc. The organization has since restored the main hall by removing partition walls, and has erected museum exhibits thus continuing the village halls uses as a cultural center for the community.

Adding to the historical significance is the fact that the building was used for local community activities. The inclusion of the stage is important in understanding how the citizens saw the use of their building beyond governmental activities. Because of these activities, the building is an important historic landmark in the village.
