This structure is a typical example of a 1920s apartment buildings. Of note is the horizontal banding found at the top.

2014- "The Franklin Arms Apartment building is a four-story Art Deco apartment complex constructed in 1923 and designed by Rossman & Wierdsma. It has a U-shaped plan with a central courtyard and is clad in tan brick with limestone accents. The ends of the “U” face Wisconsin Avenue. It has a flat roof with a decorative, castellated parapet with limestone coping and Art Deco flower carvings. Two main entrances to the building are located in the courtyard and face east and west, respectively. Both entrances have a pointed arch, limestone surround with floral bands carved into the arch. The doors have a simple surround of square glass sidelights and fanlights, and appear to be original. Windows are typically six-over-one, double-hung, wood sash, the majority of which are paired.

Miner Rosman and Oliver Wierdsma worked as partners in Milwaukee from 1919 to 1930. The firm appears to have specialized in apartment buildings in the prominent styles of the period."
