G.F. O'Connell Memorial USARC consists of two buildings on 3.25 acres of land in Madison, Wisconsin. The area immediately surrounding the buildings is mostly covered by asphalt or concrete. The land has been significantly altered by construction activities and grading for the parking area. The facility is located in an urban area.

The buildings on the property are owned by the U.S. Government and controlled by the 88th RSC. Land associated with the facility is leased.

G. F. O#25;Connell Memorial USARC consists of a training and administration building and a vehicle maintenance shop. The buildings are in good condition and do not appear to have been modified since their original construction. Neither appear to exhibit significant architectural character or merit.

The vehicle maintenance shop (Organizational Maintenance Shop or OMS in Army Reserve terminology) functions as a vehicle maintenance facility for G. F. O#25;Connell Memorial USARC.

Constructed circa 1962, it is a 1½-story rectangular building that rests on a concrete foundation and has concrete block walls with a brick veneer. Brick pilasters are located around the perimeter of the building. Three metal overhead-retractable bay doors are located on the west wall and a single metal pedestrian door is located on the south wall. A shed roof covers the structure.
