Additional Information:This two story frame house features intersecting gables, projecting window hoods, and molded diamond-shaped decorations in the gable ends that repeat the motif of the hoods. This residence, which is in fair condition, is architecturally significant in that it represents a type, period of method of construction. It was owned by Country Apartments of 610 Sunset Drive, of Janesville, in 1982. According to the National Register of Historic Places Registration Form, neither 203 South Locust Street nor 721 Van Buren Street are listed in the Old Fourth Ward Historic District. Historical Statement: The style of the house suggests that it was built about 1865. (See Bib. Ref. A). Assessment roll research indicates that the land was owned in 1870 by William Payne, a prominent manufacturer, and was owned in 1880 and 1890 by John Wilcox, a carpenter and contractor. Directory research indicates that William Payne never lived in the house and Wilcox did not reside it until the 1880's. (See Bib. Ref. A, B).
