Williams was one of the first settlers in Bay View. He was from New York, came to Milwaukee in 1836, and made his fortune in real estate.

"With this home we enter the area that was once the village of Bay View. Incorporated in 1879, the community was annexed by Milwaukee in 1887, becoming the city's 17th Ward. The earliest settlers had arrived in the mid-1830's; and such south side streets as Chase, Estes, Wentworth, Smith, and Williams record their names. The gray and white brick house on Homer Street was built for one of them--Joseph Williams, a native of New York who came to Milwaukee in 1836 and made his fortune in real estate."
