THIS STRUCTURE IS THE EARLIEST STONE INDUSTRIAL BUILDING CONSTRUCTED IN THE CITY AND IS SIGNIFICANT AS A TYPE OF BUILDING. HISTORICAL STATEMENT: ACCORDING TO THE BOSCOBEL BROAD AXE, THE FLOUR MILL WAS INITIATED BY CAPTAIN D.R. SYLVESTER, WHO WAS LOCATED (IN 1866) IN CASTLE ROCK AND SHIPPED FLOUR TO BOSCOBEL. SYLVESTER PROPOSED LOCATING THE MILL ON HIGH GROUND, NORTH OF TOWN AND CREATING A RACEWAY DOWN WISCONSIN AVENUE, WHICH COULD BE USED AS A MEANS OF FIRE PROTECTION. (A) THE MILL WAS INSTRUMENTAL IN THE DEVELOPMENT OF BOSCOBEL. PRIOR TO ITS CONSTRUCTION, GRAIN HAD TO BE TRANSPORTED TO MILLS IN NEIGHBORING COMMUNITIES. BY 1868, THE MILL WAS OPERATING FOR LOCAL FARMERS AND ATTRACTING BUSINESS FROM NEIGHBORING COMMUNITIES. THE BUILDING IS IN GOOD CONDITION. PREVIOUS OWNERS DATES USES H.B.
