Bishop O'Connor Inauguration

Most Rev. William P. O'Connor, the first Bishop of the Madison diocese, on the steps of St. Raphael's Cathedral, after the ceremony where he was inaugurated as bishop. Standing with him is (probably) Most Rev. Moses E. Kiley, Archbishop of Milwaukee who presided at the ceremony.
