newspaperman, lumberman, politician, Congressman, governor of Arizona Territory, b. Ceres, McKean County, Pa. He moved to Wisconsin in 1854, settling in Shawano where he engaged in logging and lumbering, and was co-publisher of the Shawano County Journal (1868-1874). In 1875 he moved to Merrill where he helped found the Lincoln County Advocate, serving as co-publisher (1875- 1884). A Republican, he was state senator (1873-1874) and state assemblyman (1881). He was registrar of the U.S. land office at Wausau 1884-1885, and in 1888 was elected to Congress from the 9th district and served one term (Mar. 1889-Mar. 1891). Defeated for re-election in 1890 and 1892 he returned to his business pursuits in Merrill. In 1897 he was appointed governor of Arizona Territory by President McKinley, but resigned in 1898 to organize a territorial regiment to fight in the Spanish-American War. He was U.S. marshal for the district of Arizona (1902-1905), and was later appointed collector of customs for the port of Nogales, Ariz. He died in Phoenix. Biog. Dir. Amer. Cong. (1928); Wis.
