professor of mathematics, b. Perry County, Ohio. He graduated from the Univ. of Ohio (B.A., 1888) and the Univ. of Chicago (Ph.D., 1900). He taught mathematics at Amity College in Iowa (1888-1891). In 1892 he came to the Univ. of Wisconsin as an instructor, and by 1920 had become professor, a position that he held until his retirement in 1934. Skinner was the author of several books on mathematics, including The High School Course in Mathematics (1910) and The Mathematical Theory of Investment (1913). He served as a director of various businesses in Madison, and from 1922 to 1923 was chairman of the board of directors of the McCormick Theological Seminary in Chicago. Who Was Who in Amer.
