lawyer, politician, Congressman, b. Sandgate, Bennington County, Vt. He moved with his parents to Wisconsin in 1836, settling in Prairie du Chien, but attended school in the East, and graduated from the National Law School, Poughkeepsie, N.Y. (1856). Returning to Wisconsin, he set up a law practice in Prairie du Chien. During the Civil War, Thomas served in the Union army as captain, Co. D, 31st Wisconsin Volunteer Infantry (1862-1864). Again returning to Wisconsin after leaving the service, he became active in Republican politics. He was state assemblyman (1862, 1864, 1867), was a Republican presidential elector for U. S. Grant in 1872, and was state senator (1880-1881). In 1884 he was elected to Congress, was twice re-elected, and served from Mar., 1885, to Mar., 1891. Defeated for re- election in 1890, he returned to his law practice in Prairie du Chien, where he made his home until his death. Biog. Dir. Amer. Gong. (1928); Wis.
