Lyman Eddy Barnes was a lawyer and Congressman born in Weyauwega. He moved with his family to Oshkosh in 1860. where began reading law in an Oshkosh law office. He then attended the law school of Columbia College in New York, and was admitted to the bar in 1876.

Except for five years in Florida, he practiced law in Appleton from 1876 to 1904, and was district attorney for Outagamie County in 1891-1892. He was a Democrat who represented the 8th district in the 53rd Congress from 1893 until 1895. A successful lawyer with a general practice, he became a specialist in the law of riparian rights.
