educator, b. Crabtree, Ohio. He moved to Nebraska with his parents where he graduated from Peru State Normal and the Univ. of Nebraska (M.A., 1908). In Nebraska he was a teacher in the public. schools, principal and superintendent of schools, and inspector of high schools for the Univ. of Nebraska. He was president of Peru State Normal (1904-1910), and Nebraska state superintendent of public instruction (1910-1911). In 1911 he came to Wisconsin as president of River Falls State Normal School and served until 1917 when he moved to Washington, D.C., as secretary of the National Education Association, a position that he held until 1935. He was secretary of President Hoover's advisory commission on education (1931-1932). During his administration as president of River Falls, enrollment nearly doubled, and while secretary of the National Education Association membership increased from 7,300 to 216,000. He was the author of Roll of Honor Word Book (1899), The Crabtree Speller (1908), and numerous pamphlets and reports. New York Times, June 11, 1945; Who's Who in Amer., 18 (1934).
