educator, politician, b. Liberty, Ohio. He moved to Wisconsin with his parents in 1846, settling in Albion. He graduated from Albion Academy and Normal Institute (Ph.D., 1866). Emery served as eastern district superintendent of schools for Dane County (1867-1869), Wood County superintendent of schools (1869-1873), and principal of Ft. Atkinson high school (1873-1889, 1926-1928). From 1889 to 1893 he was president of River Falls Normal School and in this capacity helped increase the teaching staff, improved the library, and instituted a systematic physical-training program. A Republican, he was elected state superintendent of public instruction in 1894 (serving Jan. 1895-Jan. 1899). As state dairy and food commissioner (1902-1915, 1921-1926) he helped secure regulating legislation, and vigorously enforced laws prohibiting dairy and food adulteration. A. J. Aikens and L. A.
