Kinsman, Delos Oscar 1868 - 1948 | Wisconsin Historical Society

professor, economist, author, b. Fayette. He graduated from Platteville State Teachers College (1891) and from the Univ. of Wisconsin (B.L., 1896; Ph.D., 1900). From 1891 to 1898 he taught in various secondary schools in Wisconsin, and from 1900 to 1901 was an assistant for the Wisconsin Tax Commission. He was professor of social science at Whitewater State Teachers College (1901-1916), and professor of economics at Lawrence College (1916-1926). From 1916 until his retirement in 1939 he taught at American Univ. in Washington, D.C. In 1911 Kinsman helped draft the Wisconsin income tax law, the first successful state law of its kind in the U.S. He was the author of several books, including The Income Tax in the Commonwealths of the United States (1903), Local Governments of Wisconsin (1913), and Our Economic World (1937).
