Patrolman leveling the surface of State Highway 33 in the town of Excelsior in Sauk County using a team of horses and a wooden grader. Patrolmen were instructed to begin grading after a rain storm in the center of the road. The original caption indicates that the surface seen in the photograph was achieved after two round trips.
