The Amherst Village Hall was built to house the village pump house and library. This one story brick building has a hipped, standing seam metal roof. A slightly projecting bay with a decorative stepped parapet marks the front entrance. A basket-handle arch shelters the wood and glass double door, which is recessed into the entry bay. Centered in the parapet above the door is an arched plaque reading AMHERST MUNICIPAL BUILDING. A pair of eight-light narrow casement windows is centered on either side of the entry bay. A one story wing with two windows projects from the main block towards the east. The whole building is set atop a low raised foundation, marked by a water table with wood moulding. The original brickwork is finely crafted throughout, including the window sills and two string courses which run along the bottom of the wall and at the top of the windows. Fine craftsmanship is also displayed in the decoratively cut rafter tails.

Update 2010: A raised concrete loading dock with bumpers has been built at the east end of the building. The loading dock is enclosed on the south and west sides by a tubular metal railing. A new concrete access driveway leads from the road to the loading dock. A new concrete stoop with tubular metal railings has been built at the front door. Village offices were moved to a new facility across the street. This structure still functions as a pump house.
