G.F. O'Connell Memorial USARC consists of two buildings on 3.25 acres of land in Madison, Wisconsin. The area immediately surrounding the buildings is mostly covered by asphalt or concrete. The land has been significantly altered by construction activities and grading for the parking area. The facility is located in an urban area.

The buildings on the property are owned by the U.S. Government and controlled by the 88th RSC. Land associated with the facility is leased.

G. F. OConnell Memorial USARC consists of a training and administration building and a vehicle maintenance shop. The buildings are in good condition and do not appear to have been modified since their original construction. Neither appear to exhibit significant architectural character or merit.

The training building functions as an administrative and drill facility for G.F. OConnell Memorial USARC. Constructed circa 1961, it is a multiple-level, irregular-shaped building with a two-story administrative section connected to a 1½-story drill hall by a one-story enclosed corridor. The building rests on a concrete foundation and has concrete block walls with a brick veneer. A recessed entrance with glass pedestrian doors is located on the west wall of the administrative section. A single metal pedestrian door is located on the south wall of the administrative section.

Windows are located around the perimeter of the administrative section. A metal overhead-retractable bay door and two single metal pedestrian doors are located on the east wall of the drill hall. Low-sloped gable roofs cover the structure.

A demolition permit was applied for on April 15, 2016. The Airport intends to demolish the former Army Reserve Center at 1439 Wright St. The main building has been vacant since 2011. The site will be converted to turf, all viable trees will be retained, and grounds will be maintained by the Airport.
